because his personal development was dependent upon the significant role of government. his maternal grandfather, who fought in the second world war, was only able to attend college because of the gi bill. the president himself was able to pursue higher education because of student loans and scholarships. without them who knows where he'd have ended up. and that's why in the same speech in which he talked about his absent father, the president also argued for preschool education for every child and not just for those who could afford it. he mentioned training institutions to equip young people for the future. he was describing the scaffolding that most of us need in order to build successful lives. you know, almost exactly 45 years ago dr. martin luther king, jr. preached a sermon at the national cathedral in washington. in that sermon he described how individuals needed to take responsibility for their own lives, but then he said this. it's all right to tell a man to lift himself by his own bootstraps, but it is cruel jest to say to a bootless man that he ought to lift
